The orifice 9 for controlling the flow rate of the water is provided on the midway of the exhaust conduit 4 for the gas cooler 8, and the conduit pressure increasing means such as a throttle valve 10 or the like is provided in the vicinity of the exhaust side. Thus, back pressure is applied to the orifice 9 so that the minimum pressure P0' at the downstream of the orifice becomes higher than the saturated steam pressure PS at room temperature of the water.
