PURPOSE:To regulate or block the amount of the magnetic toner without using any mechanical means by providing a conductive member in proximity to the longitudinal direction of a nonmagnetic cylindrical sleeve, and forming an electric field between the same and the sleeve. CONSTITUTION:A cylindrical sleeve 1 is fixed and a magnet roll 2 rotates in an arrow (x) direction. An electrode 9 is disposed in proximity to the longitudinal direction of the sleeve 1, and is so connected to a power source 10 that an electric field is formed between the same and the sleeve 1. If with this constitution a switch 11 is closed while the magnetic toner 41 is being conveyed in an arrow (y) direction, the rate of conveyance of the toner 41 decreases. This developing begins to take place under 400V voltage, and at 1,000-1,500V, the conveyance of the toner 41 in the arrow (y) direction is blocked. Thereby, the amount of the toner on the sleeve 1 is regulated, and it is possible to annihilate a toner well 42 at such a time when the device is not going to be used for a long period of time.
