Each dam 8 is provided with a pump for pumping up water, and seawate sucked up from the pumping-up site 7 is stored in a reservoir pond 9 successively through the dams 8. A plurality of power generation plants 11 are constructed at the steep inclined surface 4b on the side of the Pacific Ocean 10, and seawater stored at night times in the water reservoir pond 9 is discharged from a diversion channel 13 through power plants 11.
