PURPOSE:To decode a coded picture and writing information which has been stored in the memory a receiving side at a high speed, by providing pluaral parallel buffer memories which are able to store the encoded picture and writing information by 1 line volume. CONSTITUTION:The encoding picture and writing information of MH system from the transmission side is stored in order by 16 bits each in order of its transmission. When receiving of the encoding picture and writing information of 1 line portion has been finished, a line synchornizing signal EOL is transmitted, therefore, this EOL is stored in a prescribed position by generating a necessary dummy. Also, the EOL detection part 6 switches a clock of the clock control part 5 whenever alternately to the parallel buffer memories 1, 3. In this way, the data which have been stored in the first and second parallel buffer memory 1 and 3 are read out as serial data by the first and second decoding circuits 2, 4, respectively, and both of them are decoded simultaneously to the original picture information capable of recording.
