CONSTITUTION: A magnetic phase shifter 3 applies a rectangular signal c having a current flow rate responsive to an acceleration signal and a currnt detection signal through differentiating circuits 21, 22 to thyristors 5, 6 respectively of a speed control circuit 3. A bypass contactor 23a is excited at the excitation coil 23 when the current flow rate α is higher than a reference value and an accelerator is fully opened. When a thermoswitch 11 is opened, normal and reverse conversion relays 8, 9 are opened. When a brake switch 13 is closed, transistors 48, 49 are conducted to stop a signal c. When a high power switch 30 is closed, a reference value is decreased, and the operating circuit for the thermoswitch 11 and the brake switch 13 are eliminated.
