A scraper 8 of which the tip is contacted with the sleeve 4 is installed by means of set screw 16 to the sleeve entrance side of this member 7 in contact with a striplike keep plate 12, and a doctor blade 5 is installed by means of set screw 17 to the sleeve entrance side of the member 7 in such a manner as to maintain a gap d2 between the same and the sleeve 4. The space 10 which is tightly closed except for a slitlike hole 11 and the gap d2 between the blade 5 and the sleeve 4 is made above the sleeve 4 in front of the blade 5. Thus, the developer 6a in this space 10 does not receive the heavy load of the replenishing developer 6 stored above, hence, a stable coating layer is made on the sleeve 4.
