PURPOSE:To eliminate the uneven application of magnetic toner by preventing the toner from being charged more than necessary with a frictional charge without providing any magnetic pole to a magnetic roller between a blade means and a toner shielding means. CONSTITUTION:Between a scraper 8 provided as a toner shielding means of limiting the contact of toner 6 with the back of a sleeve and a blade 5, no magnetic pole is provided in the range R2 of a magnetic roller 1 applied with toner weight in a hopper and opposed to the sleeve surface. Namely, the magnetic roller 1 in the range from a magnetic pole N3 right under the scraper 8 to a magnetic pole S1 right under the blade 5 has no magnetic pole. Consequently, magnetic attracting force attracting toner 6 to the sleeve surface within the range R2 is ceased and the toner comes into contact with the sleeve surface under a uniform pressure of its own weight to apply the toner on the sleeve 2 in uniform thickness.
