CONSTITUTION:When the terminal equipment 1 calls, a calling signal is sent to a circuit switching system 5 through the communication speed converter 2. The circuit switching system selects the other party by means of a dial, and sends a path setting request to the communication speed matching device 4 of the destination side. The communication speed matching device 4 decides whether communication is available or not, and decides an optional communication speed. Subsequently, a call is sent to the terminal equipment 7 of the destination side through the communication speed converter 6 by the circuit switching system 5. Subsequently, the circuit switching system 5 completes the connection of paths at an optional communication speed. After said operation has been finished, communication between different-speed terminal equipments 1, 7 is started.
