CONSTITUTION:Light emitting elements 4 and 6 and light receiving elements 5 and 7 form a light encoder with the disc having one hole interposed and are shifted by 180 deg. to each other. Power sources H and I for light emitting elements are supplied from battery 11 through constant power supply circuit 16. Rotation signals A and C which are not turned on simultaneously are stored in RS-FF15 through shaping circuits 12 and 14. Signal E becomes 1 when signal A is turned on, and signal F becomes 1 when signal C is turned on, and power sources H and I are controlled by control circuits 17 and 18 so that light emitting element 6 is extinguished when signal A is turned on and light emitting element 4 is extinguished when signal C is turned on. Signal E is counted by counting circuit 13 to indicate the rotation frequency. Light emitting elements are lit only in case of necessity to reduce power consumption, and further, the malfunction is prevented even if a minute inversion of the disc is caused by physical disturbance and pulsation.
