PURPOSE:To measure content in water simply and rapidly, by using a measuring element formed into filmy state of kneaded material of a lipophilic and water repellent electric insulating material and conductive powder on an electric insulating carrier. CONSTITUTION:Kneaded material obtained by kneading 60g silicone resin as an electric insulating material, 2g conductive powdered graphite and 50ml toluene, is uniformly applied on the waterproof, oil resisting and electric insulating carrier 1 made of such as glass or ceramics so as to form 0.2mm. thickness thin film to have a uniform coating 2 having 2mm. width and 10mm. length. The electrodes 3, 4 and leading wires 5, 6 are provided on both ends of the carrier 1 as a measuring element. A wheatstone bridge circuit is constituted using the element having the same constitution with said measuring element for the opposite side and one side element is immersed in the water to be measured and the element of the other side is immersed in the reference water not containing oil. When the oil is contained in the water to be measured electric resistance of the element is increased, and the balance of the bridge circuit is lost. Hereby, the oil in the water, especially for petroleum group oil, is measured with high sensitivity.
