Surface flocks 64 consisting of the special rayon are planted in the outside circumferential surface of the cylindrical core 62 formed of an aluminum material together with the revolving shaft 63 of the 1st brush roller 35, whereby a hard type brush roller is constituted. Surface flocks 60 formed of polytetrafluoroethylene are provided on the outer side of the cylindrical core 58 formed of an aluminum material together with the revolving shaft 58 of the 2nd brush roller, whereby a hard type brush roller is constituted. The accommodating capacity for the toner is increased and the long-time development is achieved.
