T1 of the brine rises, the change rate thereof is detected D1, and the signal thereof is transmitted to an adder-subtractor Σ, and closes a steam control valve TCV by way of a change-over device H/A. Even when the circulating flow rate FX of the brine decreases, the TCV is closed via a low signal selector <L based on the detected signal D2 thereof. In this way, the transient temp. elevation of the brine in the brine heater is prevented, and the deposition of scale no longer occurs.
