A comparator/discriminator 12 compares the measured frequency with the preceding results memorized in a memory device to discriminate the frequency variations. According to the results of the discrimination, the action of the counter 7 is controlled. With such an arrangement, the counting results deteriorated from the actual speed can be avoided even in case of unstable radio wave received.
