Abstract

PURPOSE: To protect a pliable material sheet from flapping due to strong winds on a dry-up of a reservoir by providing an obstacle in the lower portion of each of skirts which are led out from the sheed and buried in earth.
CONSTITUTION: Skirts 6 are glued to a sheet main body 3, the lower end of each of the skirts 6 is formed into a sacklike shape so that a vinyl chloride pipe or the like may be passed there through, and the skirts 6 are buried in earth 1 with a pipe 8 passed through the sacklike portion 7. The sheet 3 is anchored by the skirts 6 buried in earth 1, the anchoring maintained even under the presence of a wind. The locations of the skirts 6 are determined by the wind direction, the dimensions of the sheet 3, the inclination of the slope face, the quality of earth, and the like.
