CONSTITUTION: A photosensitive material of a CdS binder type or the like with inferior surface property can be effectively used for photosensitive drum 1. On this surface an insulating fluid is coated by coating roller 3 fed with the fluid from feed roller 4 impregnated with it and thinly spread with blade 5. Dry type developing means 9 is composed as a powder cloud system, where toner powder 11 is suspended by blower 12 and blown toward the surface of drum 1. Cleaning blade 27 can effectively scrape down the residual toner by an insulating fluid coating effect, so effective cleaning is possible even in the case of inferior surface drum.
