The controller 11 amplifies and compares the signals from the flow meters 10 and 13 to control the speed of the driving motor 15 of the pump 8 for the heavy oil C in order to obtain set mixing ratio. The mixed liquid from the mixer 6 is heated at the heater 16 to have an optimum viscosity suitable for the internal combustion engine 3. The remaining mixed liquid is sent back to the inlet of the mixer 6 through the circulating line 18.
