CONSTITUTION: While the AC supply output drops continuously and the rectified output of the full-wave rectification circuit 31 becomes continuously lower than a reference voltage, the capacitor 33 keeps being charged since the output of the operation amplifier 25 is "0" and the switching circuit 32 is "off". The emitter output of the transistor circuit 35 becomes "1" level, and when a fixed time has elapsed after putting the power switch on, the output of the charging timer circuit 28 becomes "1" also, the NAND gate circuit 27 emits a warning signal of "0" level.
