Since the ash contains Cr, Ni, etc., it is charged into an reducing-refining furnace of electric furnace or the like, together with carbon group reducing agent such as charcoal and coke, and slag-making agent such as silica, lime and fluorite etc. The mixture is heated to 1300 to 1800°C and melted, and Cr, Ni, etc. are recovered as metal after reducing. The powdery dust generated from the furnace is recovered, and turned into briquette by using binder such as cement, and is put into the furnace, and melted and reduced. The slug thus produced does not contain heavy metals such as Cr and Ni etc., so that it may be a completely pollution-free substance.
