PURPOSE:To make it possible to reduce the information transmission quantity and perform an optimum forecasting, by obtaining the correlation function for the decoded signal stored for every sample input. CONSTITUTION:When a sound signal is input from input terminal 1, forecasting circuit 12 in local decoder 2 obtains the self-correlation function for the decoded signal which is decoded within a prescribed time and is stored, and circuit 12 supplies a decoded signal, for which the correlation is maximum, to difference circuit 6 as a forecasting signal. The difference between the input signal and this forecasting signal, naemly, the forecasting error signal is coded and transmitted by quantizer 7. Simultaneously, this forecasting error signal is added to the forecasting signal in 9 and is stored in forecasting circuit 12. Thus, an optimum forecasting can be always performed, and the transmission quantity can be reduced because transmission of the frame synchronizing signal, the pitch period, and so on is not required.
