PURPOSE:To ensure the predictive coding in a simple constitution by producing the picture element value through the intra-field and inter-field predictive coding parts and via the differential quantization value in case the difference between the predictive value of the prediction part and the picture element value is over the threshold level. CONSTITUTION:For the picture signals of the commercial TV or the TV telephone, intra-field prediction part 1 produces the predictive value via the picture element value in the same field for the prediction of the picture element in the field, and inter-field prediction part 2 produces the predictive value via the preceding field each. Then the comparison is given between the real picture element value and the predictive value produced at both parts 1 and 2, and thus the optimum coding part is selected. And in case the difference between the predictive value of the selected prediction part and the real picture element value is under the threshold level, the predictive value is used for the real picture element value; while the differential quantization value is used in the contrary case. Then the picture element reproduction value is produced through intra-field and inter-field predictive coding parts 3 and 4. In such way, the predictive coding is ensured in a simple constitution.
