CONSTITUTION: A servo-valve 8 is provided with a first chamber 12 for receiving the discharge pressure of a pump P1 and a second chamber 13 for receiving the discharge pressure of a pump P2, and the return pressure of the pump P3 is coupled through a line 11 to a chamber 18 between lands 15 and 16 of a piston 14, with lines 6 and 7 opened and closed by the respective lands 15 and 16. On the left side of the piston 14 a spring support 19 is provided to support a spring 21, with the other end thereof supported by a spring support 20 interlocked to the piston. Thus, a piston 22 assumes a position determined by a spring 23 and the discharge pressure from a pump P3, and the set pressure of the spring 21 is changed by the operating pressure of a constant capacity oil hydraulic motor C3 to vary angles of variable capacity oil hydraulic motors V1 and V2 with a servo-valve 3.
