PURPOSE:To control oxygen blowing of molten steel in a converter with good hitting rate of carbon content by continuously analyzing exhaust gas immediately before the end of blowing and grasping the blowing condition of a charge of molten steel according to the relation between decarburization oxygen efficiency and the carbon content of the steel. CONSTITUTION:In refining of steel of the desired carbon content from pig iron by decarburization due to oxygen blowing in a converter, exhaust gas is continuously colleted in the last stage of blowing to analyze the content of CO, etc. According to the relation between the analyzed value and the exhaust gas analysis time, the decarburization rate index of the charge is grasped, and the decarburization oxygen efficiency is determined in accordance with the amt. of oxygen blown. Using the index the blowing end point reaching the desired carbon content is judged, and in accordance with the value and the above efficiency, the oxygen blowing is controlled so as to attain the desired content. Thus, steel whose carbon content is up to the desired value is manufactured with good hitting rate without requiring a sublance and a measuring probe.
