A cooling system 6 is disposed to the outside of a covering tube 2, and a high-frequency coil 7 is wound. When the capsule 1, to which fixed tug-gas is enclosed, is hermetically sealed, the capsule 1 is enclosed into the covering tube 2 and electricity is conducted to the high-frequency coil 7, the capsule sealing body 5 generates heat and melts. The covering tube 2 and the capsule body 4 are cooled by means of the cooling system 6, and the sealing body 5 falls in the capusle 1, thus preventing contact with the covering tube 2 and fuel pellets 9.
