In line C which is the sum of the lines A and B, the heat loss is minimum at point P. An arithmetic unit 11 measures the CO concentration and controls an air-fuel ratio setter 10 so as to bring the CO concentration to the point P. An air amount adjuster 8 is so controlled as to bring the CO concentration to the point P.
