PROBLEM TO BE SOLVED: To improve an operating efficiency of a cutting angle matching by forming female threads on a spring container of a turntable, and vertically displaceably mounting a screw at the threads. The ball 11 is vertically moved to regulate a compression load of the spring. Thus, if a rotating load of the turntable 4 is large, the screw 16 is rotated to reduce he compression load of the spring 12.
