The top part of the wall plate part 3 is made as a falling preventive belt 5 provided with a hole 6 of a handrail setting mechanism. At the time of extending a footpath 10 on a face of slope S of a road-way 11, firstly the face of slope S is drilled, secondly grading is carried out, broken stone foundation, concrete subslab foundation, etc., are carried out, and a large number of the blocks 1 for the retaining wall are laid on them by connecting them to each other.
