PROBLEM TO BE SOLVED: To form an antibacterial agent containing a coating material layer on a printing ink layer and increase the antibacterial effect against bacteria adhered to the surface by printing an optional design on the surface of a base of a matter to be printed by means of a printing ink and then applying further a coating material containing a powdery antibacterial agent thereon. SOLUTION: First, an optional design is printed on the surface of a base of a matter to be printed by using an ink of a given composition. Then a coating material containing an antibacterial agent is applied on a printing ink layer 2 thus formed to form an antibacterial agent containing a coating material layer 3. As for the method of applying the antibacterial agent containing coating material, the offset printing, the web offset printing, the gravure printing and the like are suitable. As for the antibacterial agent, an ion exchanged metallic substance such as silver having the antibacterial performance against hard-to- dissolve phosphate or an ion exchanged organic substance such as benzalconium is used.
