PROBLEM TO BE SOLVED: To eliminate trouble of winding of paper due to adhesiveness in the high temperature high humidity atmosphere, by providing a resin coat of rough surface in a surface of a metal-made core roll, facilitating manufacture, and enhancing surface dimensional accuracy. SOLUTION: Resin system paint is spray painted on a stainless steel-made core metal. Here, a delivery amount is adjusted so as to obtain prescribed surface roughness. After drying at an ordinary temperature, heating and drying are performed at a temperature suited for resin, a paper feed roll is obtained. The obtained paper feed roll has a suitable coefficient of friction, and this coefficient of friction is stable without decreasing by adhesion of paper powder or the like even after long period use. Accordingly, a good paper feed roll, having high dimensional accuracy of a surface without winding of paper even under the high temperature high humidity atmosphere, is obtained.
