は、まず、利用者が送信する情報の内容を把握
し、しかるのちに、適切な送信宛先を選択しその
宛先アドレスを指定する手続きが必要なことを意
味する。この場合、その情報を何処の誰が必要と
しているのかを調査し選択する負担が生じる。ま
た、何処の誰に送信するかは個々の利用者の判断
に負うところが多く、かならずしも必要な情報が
必要なところへ過不足なく送信されるとは限らな
い欠点があつた。また、従来の情報送信装置で
は、宛先の要求により送信すべき情報の条件に変
更があつた場合には、宛先から情報送信装置の利
用者に向けて電話等で連絡する必要があり、条件
変更要求の伝達が面倒であつた。
