PURPOSE:To provide a packaging cushion material which is soluble in water and easy to recycle or incinerate for disposal, by a method wherein two or more corrugated boards are laminated to form a corrugated board laminated material and a contact part for an article to be packaged is formed in the direction perpendicular to the surfaces of the corrugated boards. CONSTITUTION:A packaging cushion material 10 is made by laminating two or more corrugated boards 11a-11e to form a corrugated board laminated material 10. A contact part 15 for an article to be packaged is formed in the direction perpendicular to the surfaces of the corrugated boards 11a-11e of the corrugated board laminated material 10. The corrugated boards 11a-11e used are of a known corrugated board material. The contact part 15 is formed in the direction perpendicular to the corrugated boards 11a-11e, i.e., in the laminating direction, and into a desired shape, such as a nearly right-angle shape, for example.
