CONSTITUTION:A porous covering layer 15 containing a catalyst material formed on the surface of an electric heat generating body 1 is formed in a manner to cover the electric heat generating substance 1 therewith. Thereby, infrared rays radiated in the direction of a whole periphery from the electric heat generating body 1 are radiated to the porous covering layer 15, the porous covering layer 15 is rapidly heated. A catalyst material carried therein is activated in a short time.
