成する工程と,次いで,該基板上に耐弗酸性膜を被着し

,該耐弗酸性膜をマスクにして弗酸系の液を用いて該酸
化膜をエッチバックして該基板表面を平坦化する工程と
を有することを特徴とする半導体装置の製造方法。
