Reinforcing bars are arranged in the mold 11 and a concrete slurry 13 optionally contg. a colorant is charged into the mold 11, cured for a prescribed time and released from the mold to obtain a panel 15 with the thermosetting resin coating film 12 stuck to the surface of the concrete body 14. This panel 15 is put in an autoclave 16 and cured with team to adhere tightly the film 12 to the surface of the panel 15.
