Then, foamable heat insulating materials 2 consisting of an organic foamable body of synthetic resin such as urethane and the like of an inorganic foamable body such as calcium silicate and the like is filled into the panel body 1. Reinforcing bars 4 consisting of an upper mesh slab 41 and lower mesh slab 42 are placed into the concrete 3 surrounding the foamable heat insulating materials 2.
