PURPOSE:To reduce a depth and to increase a velocity of flow of discharge air through a center part, by a method wherein a tubular speed regulating ring having a conical surface with an inner peripheral surface narrowed toward the front of a vane and flow straightening gratings arranged radially from the inner peripheral surface of the speed regulating ring are situated in the front of the vane. CONSTITUTION:A speed regulating ring 5 positioned to the front of a vane 4 secured on the indoor side of a body 1 is formed in a tubular manner, and an inner peripheral surface 5a is formed in a conical surface narrowed toward the front of the vane 4. Flow straightening gratings 6 each having the one end secured to the inner peripheral surface 5a of the speed regulating ring 5 and the other end extended toward the axial central line of the vane 4 are arranged radially.
