前記交流電源に直列に接続されるリアクタと、
前記リアクタを介して前記交流電源を短絡する短絡回路と、
前記交流電源電圧が所定の位相検知基準電圧に達した時の前記交流電源電圧の位相を検出して、検出された位相に応じたパルス幅を有するパルス信号を出力する電圧位相検出回路と、
前記電圧位相検出回路からの前記パルス信号に基づいて、前記短絡回路を制御する制御回路とを備え、
前記制御回路は、
前記パルス信号の前記パルス幅と前記交流電源電圧との間の予め定められた関係に基づいて、前記交流電源電圧を推定する推定部と、
前記推定部の推定結果に基づいて、前記短絡回路が前記交流電源を短絡する短絡期間を調整する調整部と、
前記調整部により調整された前記短絡期間の間、前記短絡回路が前記交流電源を短絡するように、前記短絡回路を制御する短絡制御部とを含み、
