繊維長が長いバージンパルプを使用する場合には、特許文献1のように湿潤紙力剤の添加のみで十分の紙力を得るのは容易である。これに対し、平均繊維長が0.9〜1.1mmの古紙パルプを、特に100%現有させる場合、紙力が十分でなく、特に乾燥時における表面における強度が低いものとなり、紙粉の発生などを生じる。
そこで、本発明では、乾燥紙力剤をパルプ原料に対し0.10〜0.30質量%添加して表面を強度高まる。
しかるに、前述のように、ペーパータオルとして手拭き時の(水分)吸収性及び手肉感が良好であることが要求されるところ、紙力を高めるために、かなり多い量(通常は湿潤紙力剤のみをパルプ原料に対し0.05〜0.08質量%程度である。)で湿潤紙力剤及び乾燥紙力剤を添加すると、手拭き時の(水分)吸収性及び手肉感が損なわれ、嵩高感のないものなる。
そこで、ウエットクレープによることなくドライクレープ加工を採用することで、手拭き時の(水分)吸収性、嵩高感及び手肉感を優れるものとしたのである。
なお、本発明において所要の吸収量を確保するために、1プライ当たりの米坪が30〜50g/m2とした。通常は、2プライをエンボス加工により一体化させて製品シートとする。

得られたシートを、インターホルダーにより200組ものとして折り畳み製品とした。
