前記蓋体と車止め支柱には、それぞれ貫通孔が設けられ、これらの貫通孔に、頭部付きの鍵部材の軸部が先端部側から挿通されることにより、蓋体と車止め支柱が鍵部材によって連結され、
前記鍵部材の先端部の係合穴につる部分が挿通された状態で施錠される南京錠をカバーする硬質金属製の南京錠カバーが設けられ、
前記南京錠カバーは、前記南京錠の少なくともつる部分と本体部分のうちのつる部分側の部分とを収容するための内部空間を形成する壁を有し、
前記壁は、前記内部空間を囲繞する四角筒状の周壁と、この周壁で構成される開口のうちの一方を塞ぐ底壁とを有し、
