電子文書のワークフローを開始するユーザにより設定される当該ワークフローにおける処理者の役割に応じた委任先ユーザの設定を受け付ける設定受付手段と、
滞留している未処理の滞留ワークフロー案件を検索する検索手段と、
前記検索手段により検索されたワークフロー案件について前記設定受付手段により委任先ユーザの設定を受け付けた場合、当該委任先ユーザのスケジュール情報をスケジュールサーバから受信する受信手段と、
前記受信手段により受信したスケジュール情報に従って、当該委任先ユーザに委任可能かを判定する判定手段と、
