前記放電容器内に封入される封入ガスの圧力をP(Pa)、
前記前面平板と背面平板の離間距離をd(mm)、
とした時、
0.7×105<P<1.3×105、かつ、0.1<d<2.0であって、
前記一方の電極は、前記前面平板の外面に一定の幅を有する電極部が間隔を開けて平行若しくは交差するように形成されており、
前記電極部の幅をA(mm)、
前記前面平板の外面に対する電極部の占める電極占有率をB(%)
とした時、
0.1≦A≦0.5、かつ、1.5≦B≦25
