前記ベース部は、前記係止部が設けられる第1プレート部と、該第1プレート部から立上り且つ前記取付部が設けられる第2プレート部とから成り、前記取付部は、前記取付穴に対して所定の角度でのみ挿入できる大きさと形状の断面を有する頭部と、該頭部断面の内接円より小径の軸部とを包含し、前記頭部は、前記第1プレート部が前記車体床面に平行な姿勢にあるとき、前記取付穴から抜け出せないが、前記取付穴に対して前記所定角度にすると抜け出ることができる形状であり、
前記第2プレート部と前記取付部の軸部との間に、前記車体壁部に当接するシート部が設けられて、該シート部と前記頭部との間に前記車体壁部が保持され、
