通常、トップコート層の塗布量は10g/m2 以下であるが、トップコート層の表面強度を上げようとして、トップコート塗膜の架橋密度を上げていくと、化粧紙のカールが酷くなり、さらにトップコート層が脆くなってしまうという問題があった。そのために、高い表面強度と耐久性が要求される水平面用として必要な表面強度を得るのは極めて困難であった。
