【発明の属する技術分野】
本発明は、廃棄物処理方法及びセメント原料製造方法に関し、詳しくは、塩素含有廃棄物及び廃ガラス含有廃棄物を無害化するとともに、塩素及びアルカリ金属の含有量の少ないセメント原料を製造する廃棄物処理方法及びセメント原料製造方法に関する。

【従来の技術】
ポリ塩化ビニル、ポリ塩化ビニリデン等は塩素を多量に含むプラスチックの代表である。これらのプラスチックを直接焼却すると、塩化水素やダイオキシン類等の有害物質を副生するという問題がある。そこで、このような塩素含有廃プラスチックをダイオキシン類が生成することのない高温で炭化処理し、発生する塩化水素を水酸化カルシウム等で中和する技術が開発されている。しかし、中和により発生する廃石灰は再利用することができず、廃棄処分されているのが現状である。一方、廃ガラスの内、透明あるいは茶色のガラス瓶等は、カレットとして再生させるリサイクルが比較的進んでいる。しかし、色付きガラスあるいは他の材料と複合されたガラス等は、埋立処分以外に適切な処理方法がないのが現状である。特に、これらにはアルカリ成分が含まれているため、他の用途への活用も難しい。したがって、塩素含有廃プラスチックや色付きガラス等の廃棄物について、有効的な利用方法の確立が社会的に強く望まれている。

【発明が解決しようとする課題】
そこで、本発明は、上記事情に対してなされたものであり、塩素含有廃棄物中の塩素と廃ガラス中のアルカリ金属とを同時に無害化し、かつ再資源化することができるようにした廃棄物処理方法及びセメント原料製造方法を提供することを目的とする。

【課題を解決するための手段】
上記目的を達成するために、本発明に係る廃棄物処理方法は、塩素含有廃棄物を200〜800℃、好ましくは350〜600℃に加熱して塩素含有ガスを生成する熱分解工程と、該塩素含有ガスにアルカリ金属化合物とカルシウム化合物を添加し、これを400〜1000℃、好ましくは600〜800℃に加熱又は保温して塩化アルカリ金属を含む生成物を生成する塩素置換工程とを含み、上記塩素置換工程における温度X(℃)と加熱又は保温の時間Y(分)との関係が、Y≧7676exp -0.0118X を満たすようにすることを特徴とする。

このように、塩素含有廃棄物を熱分解することにより、塩素含有廃棄物に含まれる塩素を塩化水素(HCl)ガスにすることができる。また、塩化水素ガスにアルカリ金属化合物とカルシウム化合物を添加することにより、塩化水素ガス中のほぼ全ての塩素を、塩化アルカリ金属(LiCl、NaCl若しくはKCl)又は塩化カルシウム(CaCl2)のいずれかの形態にすることができる。そして、この塩化カルシウムをアルカリ金属化合物とともに所定の温度に加熱することによって、塩化カルシウム中の塩素を塩化アルカリ金属に置換することができる。したがって、塩素含有廃棄物に含まれるほぼ全ての塩素を無害な塩化アルカリ金属に置換することができる。

上記熱分解工程、上記塩素置換工程、又は上記熱分解工程と上記塩素置換工程は、酸素3%以下の雰囲気で行うことが好ましく、酸素1%以下の雰囲気で行うことがより好ましい。このような低酸素雰囲気で塩素含有廃棄物を熱分解することで、炭化物を燃焼することなく、燃料として再利用可能な高カロリーを有する炭化物を得ることができる。また、塩素置換工程を低酸素雰囲気で行うことで、塩素含有ガスに含まれる可燃性成分を燃焼することなく、燃料として再利用可能な可燃性ガスとして回収することができる。

また、本発明に係る廃棄物処理方法は、別の形態として、塩素含有廃棄物を200〜800℃、好ましくは350〜600℃に加熱して塩素含有ガスを生成する熱分解工程と、該塩素含有ガスを800℃以上で燃焼して該ガス中の可燃性成分を除去する燃焼工程と、該可燃性成分を除去した塩素含有ガスにアルカリ金属化合物とカルシウム化合物を添加し、これを400〜1000℃、好ましくは600〜800℃に加熱又は保温して塩化アルカリ金属を含む生成物を生成する塩素置換工程とを含み、上記塩素置換工程における温度X(℃)と加熱又は保温の時間Y(分)との関係が、Y≧7676exp -0.0118X を満たすようにすることを特徴とする。

本形態によっても、上記の形態と同様に、熱分解工程で、塩素含有廃棄物から塩化水素ガスを生成し、また、塩素置換工程で、塩化水素ガス中の塩素を一旦塩化アルカリ金属又は塩化カルシウムのいずれかの形態にしてから、さらに塩化カルシウム中の塩素を塩化アルカリ金属に置換することができる。つまり、塩素含有廃棄物に含まれるほぼ全ての塩素を無害な塩化アルカリ金属に置換することができる。また、本形態では、熱分解工程と塩素置換工程との間で、塩素含有ガスに含まれる可燃性成分を燃料として燃焼させることにより、ガス中から可燃性成分を除去することができるとともに、燃焼による熱エネルギーを得ることができる。また、塩素置換工程を行う前に、塩素含有ガスから可燃性成分を除去しておくことで、温度低下(例えば、400℃以下)に伴ってタール等が装置内壁や被処理物、添加物に付着することを防ぐことができる。なお、熱分解工程は、酸素3%以下、好ましくは酸素1%以下の雰囲気で行うことができる。このような低酸素雰囲気で塩素含有廃棄物を熱分解することで、炭化物を燃焼することなく、燃料として再利用可能な高カロリーを有する炭化物を得ることができる。

塩素含有廃棄物とは、いわゆる塩素含有廃プラスチックを含む概念であって、ポリ塩化ビニル、ポリ塩化ビニリデン等の有機塩素を構成単位となるモノマー中に少なくとも一つ含むもの、またはNaCl(塩化ナトリウム)、KCl(塩化カリウム)、CaCl2(塩化カルシウム)等の無機化合物塩素が混入する可燃性廃棄物を挙げることができる。このうち、ポリ塩化ビニルが最も典型的な処理対象である。塩素含有廃棄物に含まれる塩素の含有量は、0.01〜60重量%、好ましくは1〜50重量%の範囲が好適である。

アルカリ金属化合物としては、アルカリ金属源としての利用が可能な廃ガラス、陶器等を用いることができ、特に、廃ガラス中のNa2Oを活用することが好適である。すなわち、アルカリ金属化合物として廃ガラスを添加することも本発明の概念に含まれる。廃ガラスの種類は特に限定されるものではなく、板ガラス、自動車ガラス等の各種ガラスを含む。本発明では、従来、資源として活用が見送られていた色付きガラスであっても採用することが可能である。なお、アルカリ金属化合物に含まれるアルカリ金属の含有量は、酸化物換算で1〜50重量%、好ましくは10〜20重量%の範囲が好適である。

カルシウム化合物としては、塩基性カルシウム化合物を用いることが好ましく、特に、炭酸カルシウム、水酸化カルシウム、酸化カルシウムからなる群から選ばれる少なくとも一のカルシウム化合物を用いることが好適である。さらに、このようなカルシウム化合物は、カルシウム化合物を含む混合物の形で投入することができる。すなわち、例えば、セメント廃材もここでいうカルシウム化合物として用いることができる。また、塩素含有ガスの処理に用いた後の廃石灰も用いることができる。

本発明に係る廃棄物処理方法は、上記塩化アルカリ金属を含む生成物から塩化アルカリ金属を除去する工程をさらに含むことができる。この場合、塩化アルカリ金属を水洗によって除去することが好適である。

また、本発明に係る廃棄物処理方法は、上記塩化アルカリ金属を除去した生成物の一部を、上記カルシウム化合物として塩素含有ガスに添加する工程をさらに含むことができる。この場合、上記塩化アルカリ金属の水洗に伴って、酸化カルシウム(CaO)が水酸化カルシウム(Ca(OH)2)になったものをカルシウム化合物として添加することが好適である。

また、本発明は、別の形態として、セメント原料製造方法であって、上記塩化アルカリ金属を除去した生成物は、セメント原料として有効に再利用することができる。

【発明の実施の形態】
以下に、添付の図面を参照しながら、本発明に係る廃棄物処理方法及びセメント原料製造方法の実施の形態を説明する。

(第1の実施の形態)
図1は、本発明に係るセメント原料製造方法を実施するための装置の一実施の形態について、その概要を示すブロック図である。図1に示すように、第1加熱装置10は、本発明の処理対象となる塩素含有廃棄物12を加熱させる装置である。この第1加熱装置10としては、乾燥器、熱処理炉、外熱式ロータリーキルン、流動床式熱分解ガス化炉などの外熱式に処理対象を加熱することができる装置を採用することができる。しかし、これらに限定されるものではない。なお、第1加熱装置10は、バッチ処理式のものでも連続処理式のものであっても良い。第1加熱装置10の入口側には、塩素含有廃棄物供給装置(図示せず)が設けられている。一方、第1加熱装置10の排気口側には、第1加熱装置10で発生した塩素含有ガスを加熱させるための第2加熱装置20が設けられている。

第2加熱装置20は、乾燥器、熱処理炉、外熱式ロータリーキルン、流動床式熱分解ガス化炉、固定層型反応器、充填層型反応器などの外熱式に処理対象を加熱又は保温することができる装置を採用することができ、バッチ処理式のものでも連続処理式のものであっても良い。第2加熱装置20の入口側には、カルシウム化合物供給装置(図示せず)と、廃ガラス42をガラス粉末24に粉砕するためのガラス粉砕装置40とが設けられている。一方、第2加熱装置20の出口側には、加熱処理により生成した塩素を含有する生成物28を水洗するための水洗槽30が設けられている。

このような構成によれば、先ず、第1加熱装置10に塩素含有廃棄物12を供給する。対象となる塩素含有廃棄物12は、いわゆる塩素含有廃プラスチックを含む概念であり、ポリ塩化ビニル、ポリ塩化ビニリデン等の有機塩素を構成単位となるモノマー中に少なくとも一つ含むもの、またはNaCl(塩化ナトリウム)、KCl(塩化カリウム)、CaCl2(塩化カルシウム)等の無機化合物塩素が混入する可燃性廃棄物を挙げることができる。このうち、ポリ塩化ビニルが最も典型的な処理対象である。塩素含有廃棄物に含まれる塩素の含有量は、0.01〜60重量%、好ましくは1〜50重量%の範囲が好適である。

第1加熱装置10では、塩素含有廃棄物12を200〜800℃、好ましくは350〜600℃に加熱する。これにより、塩素含有廃棄物12は熱分解して、炭化物14、塩化水素ガス及び可燃性ガスを生成する。ここで、第1加熱装置10内の固相の温度が200℃未満の場合、塩素含有廃棄物12中の塩素を十分に塩化水素ガスに変えることができず、塩素が炭化物14中に残留するので、好ましくない。一方、800℃を越えると、第1加熱装置10の運転コストが増大するとともに、可燃性ガスの生成が多く炭化物14の収量が少なくなり、熱量を利用する上でロスが大きくなるので好ましくない。

また、第1加熱装置10内は、酸素濃度が3%以下、好ましくは1%以下の低酸素雰囲気とする。酸素濃度を3%以下にすることで、装置内における可燃性ガス等の急激な燃焼を回避することができる。また、炭化物14及び可燃性ガスの全部又は一部を燃焼させずに回収することで、高カロリーを保ったまま、これらを再利用することができる。なお、第1加熱装置10内の酸素濃度は、塩素含有廃棄物12の送入量や処理温度、ルーツブロアの風量、ダンパーの開度などによって制御することができる。このとき、装置の機密性を保ち、ガスのリークを防ぐことが好ましい。また、酸素濃度の管理を容易にするために、窒素ガス等の不活性ガスを装置10内に導入することもできる。不活性ガスの導入は、塩素含有廃棄物12の導入に対して、並流式でも向流式でも構わない。

第1加熱装置10の出口からは炭化物14が排出される。この炭化物14は、塩素の含有量が低く、固定炭素の含有量が高いので、燃料として再利用することができる。一方、塩化水素ガスや可燃性ガスを含む塩素含有ガス16は、第1加熱装置10の排気口を介して、第2加熱装置20に導入される。

第2加熱装置20には、塩素含有ガス16の他、カルシウム化合物22とアルカリ金属化合物を含有するガラス粉末24とを供給する。カルシウム化合物22の投入量は、塩素含有廃棄物12に含まれる塩素に対し、カルシウム(Ca/Cl)が1化学当量以上、好ましくは2〜8化学当量の添加量となる量が好ましい。これにより、熱分解より塩素含有廃棄物12から発生する塩化水素ガスをカルシウム化合物22で確実に捕集することができる。ここで、1化学当量より小さいと、捕集されない塩化水素ガスがでてくる。一方、8化学当量より大きいと、カルシウム化合物の割合が大きくなり、廃棄物である塩素含有廃棄物と廃ガラスの処理量が相対的に減ってしまうので望ましくない。

カルシウム化合物22としては、塩基性カルシウム化合物を用いることが好ましく、特に、炭酸カルシウム、水酸化カルシウム、酸化カルシウムからなる群から選ばれる少なくとも一のカルシウム化合物を用いることが好適である。さらに、このようなカルシウム化合物は、カルシウム化合物を含む混合物の形で投入することができる。すなわち、例えば、セメント廃材もここでいうカルシウム化合物として用いることができる。また、塩素含有ガスの処理に用いた後の廃石灰も用いることができる。

一方、アルカリ金属化合物を含むガラス粉末24は、廃ガラス42をガラス粉砕装置40で粉砕し、最大粒径100μm以下、好ましくは50μm以下の粉状体としてから供給する。廃ガラス42は、廃ガラスに含まれるアルカリ金属化合物の割合が、塩素含有廃棄物12に含まれる塩素に対し、アルカリ金属が0.8〜1.2化学当量、さらに好ましくは1〜1.1化学当量投入するように設定する。これにより、廃ガラス42中のアルカリ金属化合物を確実に塩化アルカリ金属にすることができる。1.2化学当量より大きいと、廃ガラス中に残留するアルカリ金属の量が多くなるので望ましくない。また、0.8化学当量より小さいと、残留する塩化カルシウムが多くなるので望ましくない。アルカリ金属化合物としては、主としてNa2Oであるが、K2Oであっても、Li2Oであっても良い。

第2加熱装置20では、第1加熱装置10と同様に、塩化水素ガス、カルシウム化合物22及びガラス粉末24を400〜1000℃、好ましくは600〜800℃に加熱又は保温する。これにより、塩化水素ガスは、ガラス粉末24中のNa2Oと以下のように反応し、塩化ナトリウムと水になる。なお、K2Oの場合は塩化カリウムとなり、Li2Oの場合は塩化リチウムとなる。

一方、第2加熱装置20内に投入されるカルシウム化合物22は、装置内でCaOとして存在するに至り、塩化水素と以下のように反応する。

なお、上記600℃、20分以上の条件は一例であって、本発明者らが検証したところによれば、実施例に示すように、Xを温度(℃)とし、Yを時間(分)とすると、Y≧7676exp-0.0118Xの条件を満たすように設定すればよい。すなわち、第2加熱装置20内の固相が温度Xの場合、塩化水素ガス及びガラス粉末24をすくなくとも時間Yにわたり第2加熱装置20内に滞留させるようにすればよい。滞留時間は、塩化水素ガスの流量や、ガラス粉末24の供給量、抜き出し量、第2加熱装置20の回転数(ロータリーキルンの場合)等で制御することができる。滞留時間が不充分であると、置換反応が十分に進行せず、生成物28中に未反応のアルカリ成分が多く残留するので好ましくない。

上記したように、第2加熱装置20内の固相温度は400〜1000℃なので、塩素含有廃棄物中の塩素は、ほぼ全て塩として固相中に固定される。最高温度が400℃未満であると、塩化アルカリ金属の生成という反応が確実に行われない可能性が生じたり、加熱時間を極端に長くする必要が生じるので好ましくない。一方、1000℃を越えると、第2加熱装置20の運転コストが増大すると共に、生成物28の固結が激しくなり、後処理が困難になる可能性が生じたりするので好ましくない。

また、第2加熱装置20内は、第1加熱装置10と同様に、酸素濃度が3%以下、好ましくは1%以下の低酸素雰囲気とする。酸素濃度を3%以下にすることで、塩素含有ガス16中に含まれる可燃性ガスを燃焼させずに回収して再利用することができる。第2加熱装置20の排気口から排出された可燃性ガス26は、例えば、第1加熱装置10や第2加熱装置20の加熱用燃料として利用することができる。

一方、第2加熱装置20の出口から取り出された生成物(残渣)28は、CaOおよびシリカ成分、塩化ナトリウム等の塩化アルカリ金属を含んでいる。本実施の形態では、かかる残渣28を水洗槽30に導入して水洗する。塩化アルカリ金属は水に対する溶解度が大きいので、残渣28中の塩化アルカリ金属を簡単に水洗除去することができる。塩化アルカリ金属32を除去した後の残渣34は、塩素およびアルカリ金属の含有量が少ないので、セメント原料として用いることができる。なお、水洗槽30の代わりに、残渣28を1200〜1500℃の条件で加熱することによっても塩化アルカリ金属を揮発除去することができる。

以上の説明から了解されるように、本発明の廃棄物処理方法及びセメント原料製造方法のこの実施の形態では、塩素含有廃棄物中の塩素に由来する塩素を無害なNaCl等の塩化アルカリ金属にして、残渣中から分離することができる。また、廃ガラス中のアルカリ成分(ナトリウム、カリウム等)を積極的に活用し、塩化アルカリ金属として除去することができる。廃ガラスは、色付きガラスであっても差し支えないので、廃棄される以外に利用価値のなかった色付きガラスを有効に活用することができる。

(第2の実施の形態)
図2は、本発明に係るセメント原料製造方法を実施するための装置の一実施の形態について、その概略を示すブロック図である。なお、図1と同様な構成については同じ符号を付して、その詳細な説明については省略する。図2に示すように、第1加熱装置10の排気口側には、塩素含有ガス16中に含まれる可燃性成分を燃焼して除去するための二次燃焼炉50が設けられている。また、二次燃焼炉50の出口側には、第2加熱装置20が設けられている。第2加熱装置20には、入口側にガラス粉砕装置40が、出口側に水洗槽30が設けられている。

図1及び図2に示す第1加熱装置10及び第2加熱装置20としては、図3にその概略を示す外熱式ロータリーキルンを用いることができる。図3に示すように、外熱式ロータリーキルン60は、原料が投入されるキルン本体61と、キルン本体61の外周に設けられた加熱室62とで構成されている。加熱室62には、加熱室62内に燃焼排ガスを供給する外部燃焼炉63が接続している。また、キルン本体61の入口には、キルン本体61内を低酸素雰囲気に保つための窒素ガス室64が設けられている。さらに、キルン本体61の入口側には、原料供給手段65が設けられている。一方、キルン本体61の出口側には、固形物を排出するためのダンパー66と、ガスを排出するための排気ダクト67が設けられている。

【実施例】
以下、本発明の実施例および比較例を説明する。なお、本発明は実施例に限定されるものではない。
(実施例1〜4及び比較例1〜2)
所定の温度条件にした内径165mm、長さ2800mmの灯油を燃料とする外熱式ロータリーキルンに、所定の割合で混合した塩化ビニル樹脂(塩素48重量%含有)を1kg/時間の投入量、滞留時間1時間の条件で加熱処理を行った。次いで、発生した塩素含有ガスを、廃ガラスと炭酸カルシウムの混合物を充填した内径200mm高さ2000mmの灯油を燃料とする外熱式充填層に導入し、置換反応処理を行った。充填層は廃ガラス及び炭酸カルシウムを連続的に充填し、滞留時間1時間で反応後の充填物を抜き出した。なお、廃ガラスは酸化物換算で、ナトリウムを12重量%、カリウムを2重量%含むものを使用した。実験の諸条件を表1に示す。

次に、置換反応処理後の充填物を、ローラーミルを用いて解砕した後、水洗処理を行った。そして、得られた水洗残渣のアルカリ金属と塩素の含有量(重量%)を測定した。その結果を表2に示す。なお、アルカリ金属の含有量は酸化物換算によるものである。

表2に示すように、実施例1〜4によって得られた残渣は、アルカリ金属の含有量が酸化物換算で0.05重量%以下、塩素の含有量が0.02重量%以下とどちらも低いものであった。したがって、セメント原料として好適に使用することができる。一方、比較例1及び2によって得られた残渣は、アルカリ金属の含有量が酸化物換算で2重量%以上と、高い値を示した。

炭酸ナトリウムと塩化カルシウムをNa/Cl=1.0となるように混合した。具体的には、各々55.6g、53.0gとなるように混合した。
電気炉内に混合物を入れ、反応させた。反応後の試料中の未反応カルシウムをX線回析で測定し、塩化カルシウムのピークがなくなった時点を反応完了時間とした。
その実測結果に基づいて作成したのが図3のグラフである。このグラフからXを温度(℃)とし、Yを時間(分)とすると、Y=7676exp-0.0118Xの近似式が算出された。したがって、前記したようなY≧7676exp-0.0118Xの条件式として定式化された。
