電力の部分自由化の制度導入による一層の競争激化によって、より経済的な発電機運用が要求されている。
一方、高度情報化社会の進行に伴って設置される発電機数も増加して、その起動停止計画も大規模化が進んでおり、しかも、起動停止計画は電力系統の負荷状況に見合って日々更新される。
大規模発電機の起動停止計画を作成するに当たっては、事前に計算された予測負荷を供給すると同時に、多数の制約条件を考慮したうえで運用コストを最小にするよう各発電機の運用計画を決定することが、電力系統の経済的な運用のためには重要となっている。
制約条件としては、各発電機の特性や技術的な制限など多くの制約条件を含んでいるため、最適解は勿論、実行可能解を得ることも困難となっている。

【発明が解決しようとする課題】
起動停止計画方法としては、電気学会電力技術・電力系統技術合同研究会、平成13年10月3日〜5日、PE−01−76.PES−01−70「ユニットの特性分類に基づいたGAによる発電機起動停止計画問題」(以下単に文献という)等が知られている。
この文献による方法は、生物の進化メカニズムを模擬した遺伝的アルゴリズム(Genetic Algorithm)を用い、早い世代においては厳密な計算は行なわず、世代が進むにつれて厳密に計算を行うことで計算効率を改善し、また、発電機ユニットの最小運転・停止時間及びコスト特性に基づいたスケジュールの決定ができる等の利点を有している。
しかし、前述のように、高度情報化社会に伴い発電機数がますます増加していることに鑑みて、より高速に解くことが要求されている。

本発明が目的とするところは、上記文献の手法を取り入れてより高速に解を得ることのできる大規模発電機の起動停止計画装置とその方法を提供することにある。

本発明の実施形態の説明に先立って、その前提となる概要について説明する。

本発明は、発電機の起動停止問題を効果的に解くために前述した文献をベースとし、それにユニット集約部14とグレーゾーン修正部15を追加することによって良好な解を高速に得るようにしたものである。

ユニット集約部14は、データ格納部18又は記憶部4に記憶されている図8で示すような起動停止計画の対象とする電力系統のユニットの中から、類似した特性をもったユニットを新たなユニットとして集約する。
例えば、対象とする電力系統のユニット数が10ユニットの図8の中から、図2で示すように4つの新たな集合ユニット(UnitA〜D)に集約し、10ユニットの起動停止問題を4個の集合ユニットに集約して起動停止スケジュール決定のための演算をする。

作成された最善の計画スケジュールは、コントロール部11、配信部5および伝送路を介して各発電所の受信部6に伝送される。

上記のような本発明と前記した文献との計算時間を比較するためにシミュレーションを行ったところ、図7で示すように計算時間を大幅に短縮することができた。なお、計算時間は、10回のシミュレーションを行った場合の平均値で、 40機以上の大規模電力系統における起動停止問題に効果があることを確認できた。

以上のとおり、本発明によれば、特性の類似したユニットを集約して1つの集約ユニットとすることで演算ユニット数を大幅に減らし、解空間を縮小したことにより結果として初期値依存性が小さくなり、良好な解を高速で得ることが出来るものである。
