【従来の技術】
従来、荷造テープは、紙管に巻回されており、その状態で、または適度な回転抵抗を付与してセット器にセットした状態で、手に持って荷造り段ボールの蓋部等の対象部分に引き出して接着し、その引き出し終端は、手または切断器で切断していた。荷造りテープは、基材に紙、布、合成構成樹脂フイルム等を用い、その基材の裏面に接着剤を配備させたものであり、対象物に対する接着力と、容易な切断性が要求されるが、特に、基材に紙、布を用いたものは、その良好な接着力と、道具なしで容易に切断できる特性を具備するものである。

【発明が解決しようとする課題】
近年、基材の強靭性と、強力な接着力を具え、しかも、低価格である合成樹脂フイルム製の荷造テープの普及が著しい。そこで、接着力が強いゆえに、剥がし難い、開け難いの苦情が絶えない。また、強靭であるがゆえに道具なしでは切断ができず、開放にはカッターを必要とするものである。そこで、カッターで切断の際に内部のものを傷付ける事故が多発し、その責任をめぐって発送者と注文者との間でトラブルが発生している。発送者は、カッターが内部の発送物にとどかないように、外装を二重にするなどの保護手段を採ることが余儀なくされるため、発送費のコスト高を招いている。
