防の決壊を招き易い。そこで、河川の堤防を強固にする
ためには、自然の土などでなくコンクリート構造にする
ことが行なわれてきた。ところが、コンクリート構造の
河川の堤防では、土の部分が全く無くて、かっての土手
のように、植物が生育し、昆虫が棲息するといった自然
環境を維持していくことは難しくなっている。
