従来、下腿三頭筋の筋力強化運動には爪先立ち運動が推奨されてきた。
爪先立ち運動は床上での起立位から踵を拳上させるまでの運動である。
しかし、下腿三頭筋の筋力が脆弱な虚弱者は自力で踵を浮かせるための筋力が不足していて爪先立ち運動が実施出来ないことが見受けられた。

下腿三頭筋の虚弱者の爪先立ち運動を極めて簡易な運動器で改善可能とした。
(ロ)従来これらの練習器は、椅子型練習器に座位で下肢各部を固定して下腿三頭筋だけを強化するために足関節を底屈させる仕様のものであった。
今回、考案した爪先立ち促通運動器は、この問題を解決するために立位で使用可能とし、自重に対する抗重力位での筋力強化を促通させる方法での運動器である。
立位での使用で自重に対する抗重力運動を行える運動器はこれまで見られなかった。
これらの事実を解決し、運動器の製作を簡易なものとし、また安価とした。製作用の材料は、木や合成樹脂など加工し易い物を適宜採用できる。
本考案は、これらの欠点を除くためになされたものである。
人の下肢の筋肉の強化運動をするには、高価な測定機器を所有しなければならず、また、コンピューター内臓の運動機器が多いため操作に要する設定や方法が煩雑であった。
さらに運動機器が大きく設置や扱いに困難な場合があった。
本考案は、これらの課題を解消するためになされたものである。
