【解決手段】ブルーシート表面にタテ２．７ｍＸヨコ３．６ｍ（約６畳）にタテ９０ｃｍ間隔に棒状の外袋（直径１１ｃｍ長さ２．５ｍ）を４本接着。その中に内袋を入れる。内袋はポリエチレン製暑さ０．０３ｍｍ（直径１０ｃｍ長さ８０ｃｍ）内袋１本に対し３リットル（１リットル重量１ｋｇ）の水を入れたセロハンテープで結束水は漏れない。外袋１本に対して内袋３本９リットルの水が入り外袋４本に対して合計３６リットルの水が入る。棟瓦越しにブルーシートと一体化した前垂に横棒状の姿にも内袋４本１２リットル投入、ブルーシートが風に煽られることもなく安定する。６畳の広さに重量４８ｋｇの水でブルーシートをおさえる。
