該円孔の周縁にて環状をなしそれぞれ回動自在に前記底盤に枢着される複数の刀具と、
該刀具に連接し、これを回動駆動する駆動手段とを有し、かつ、
前記刀具は、
前記包あん管状物を切断する刃部と、
該刃部を前記円孔の周縁より中心に向けて、該刀具を前記底盤に枢着する固定柄と、
前記刃部を固定柄に弾装し該刃部が先端方向に突出するよう付勢する弾性体とを有し、
前記刃部は、
幅方向については上面側かつ先端側ほど尖り、高さ方向については先端部において上に凸の曲面をなす弧凹部を有し、
