前記車両の運転状態を取得する状態取得部(120)と、
前記冷却水の温度を調整するものとして前記車両に設けられている温度調整弁(560)、の異常を判定する異常判定部(140)と、を備え、
前記内燃機関とラジエータとの間で前記冷却水を循環させる循環流路(510)のうち、前記冷却水が前記内燃機関から前記ラジエータに向かって流れる流路を第1流路(511)とし、前記冷却水が前記ラジエータから前記内燃機関に向かって流れる流路を第2流路(512)とするとき、
前記循環流路には、前記第1流路と前記第2流路とを繋ぐバイパス流路(540)が設けられ、
前記温度調整弁は、前記冷却水の温度に基づいて、前記内燃機関から排出された前記冷却水を前記ラジエータに流すことなく前記バイパス流路に流す閉状態と、前記内燃機関から排出された前記冷却水を前記ラジエータに流す開状態とに切り替わるものであり、
